Zamfara Coalition of NGOs presentation on True federalism

The coalition of NGOs an umbrella body of CSOs in Zamfara is composed of 130 registered and credible NGOs, CBOs, CSOs and FBOs in the state. So we the civil society organizations in Zamfara State parties to ZASCONS, drawing inspiration from our Traditional, social, geographical and political history from which we developed the values of unity, peace, democracy and development;

Believing that this committee is sincerely working on the path of unity and development of Nigeria which will lead to empowering its citizens from the weakest and most emerging to the strongest;

Therefore wishes to forward our memorandum to this esteemed committed based on our common interest which is a united and better Nigeria.

We the civil society organizations in Zamfara State parties to ZASCONS, drawing inspiration from our Traditional, social, geographical and political history from which we developed the values of unity, peace, democracy and development;

Believing that this committee is sincerely working on the path of unity and development of Nigeria which will lead to empowering its citizens from the weakest and most emerging to the strongest;

OUR POSITION IN RESPECT TO TRUE FEDERALISM

 

SN TITTLE THE  ISSUES VOTE/ OPINION

 

RATIONALE
1.  

CREATION OF STATES

-Current  applications, agitation and request we 18 states (COMPAB report)  

    NO

-18 addition states not healthy to Nigeria,

-Current states are not viable

-it increases cost of governance and legislatures salaries

-it tilts balance of power to a particular region

 

 

MERGER OF STATES

-Current request re based on ethnicity and regionalism  

    NO

-Bring more disunity in rthe polity,

-Brings more agitations and

– not good for development and democracy

 

2.  

DERIVATION PRINCIPLE

-Mineral resources and oil derivation are enjoyed by few states  

 

   YES

 -the current 13% should be maintained,

– increase or decrease will not solve agitation,

– some states are still disadvantaged

 

3.  

DEVOLUTION OF POWERS

-The name is  not coined very well as this name is divisive and suspicious

 

-It has already been  rejected by the senate and house of representatives

  

 

 

     NO

-It will cause abuse of power,

-Cause disunity,

-More states will be disadvantaged, and

-FG should yield more powers to keep the country united

4.  

FEDERATING UNITS

-some states are now  weak,

-We need to make the state more viable

 

 

YES to 36 states structure

– we reject regions or zones to be federating units

-The structure should be maintained

-Federalism cannot be operated successfully with insincere agitations

-With reformed presidential system we don’t need a hybrid of the systems

 

5.  

FISCAL FEDERATION & REVENUE ALLOCATION

Currently:

FGN –

52.68%

 

States- 26.72%

 

LGA –

20.60%

 

The FORMULA should be CHANGED

Our New revenue allocation Formula Proposal is :

FG – 30%

 

States – 30%,

 

LGA- 20%

 

6.  

FORM OF GOVERNMENT

-Presidential is very expensive

– its more democratic and  it can be made better by reduction of elections and national assembly members

 

 

NO change

-We should continue with presidential system but with adjustment, such as reforms and constitutional amendment where necessary like what we are doing today

 

7.  

INDEPENDENT CANDIDACY 

-Is part of democratic tenants,

– is not a privilege

-political parties are too numerous without offices or winning any seats

 

 

    YES 

-Every citizen has the right to be voted for

-political parties should not be impediments

-choice increase beauty of democracy and representation

8.  

LAND TENURE

 

No change

-Should remain in the constitution,

-one of the uniting factors and federal cohesion

 

9.  

LOCAL GOVT AUTONOMY

-they can’t function because they are not autonomous,

-They  don’t function because of corruption,

-They don’t function because some governors don’t want them

 

 

   YES

-3 tier system should be upheld as the constitutional provided

-774 units can help development at grass roots,

 

 

10.  

POWER SHARING

-Currently adopted by some political  parties  

     NO

-its very divisive,

-its undemocratic and

-not unsuitable for a nation like Nigeria

 

11.  

RESOURCE CONTROL

    

 

     NO

-it’s a potent danger that will lead to break up of the country

-Is very divisive and not democratic

-Mineral resources shld be exploited by FGN

 

12.  

TYPE OF LEGISLATURE

-Currently bi-camera

-Very expensive and some duplication of roles

    

YES to Uni-camera

-we support Uni – camera,

– with part time system and

-allowances based on sitting

 

13.  

ANY OTHER MATTER

No mention of any strong legislation on anti corruption, special courts, death penalty, etc by APC committee YES, to Anti-Corruption War -We need strong Legislation on corruption

– total ban and disqualification of the corrupt to contest at any level

 

In conclusion, we pray to the Almighty Allah to continue to bless our leaders with wisdom, health and wide heart to be able to unite and develop our nation to the envy of some other countries. So help us God.
